Catholic Relief Services a Development Organization is seeking a qualified, experienced, and highly motivated Project Officer- Market/cash and Voucher Assistance (CVA). As the markets/cash and voucher focal point of the Anglophone Crisis Emergency Response (ACER) III) project team, you will monitor and report on the achievement of project CVA-activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your technical skills and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will play a critical role in working with implementing partners, the project team, and other stakeholders to facilitate high-quality implementation of cash/voucher-based food and non-food items distribution activities in the field.

The position is based in based in Bamenda – Northwest Region of Cameroon.

Primary Responsibilities:

  • Support the organization and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices. This will include set-up of cash transfer modality and monitoring of activities on the Cash and Asset Transfer (CAT) platform, appropriate targeting of participants and card distribution, providing technical trainings and support, conducting price and market monitoring activities, supporting vendor payment reconciliation, monitoring of market-based outcomes, and working with the accountability team on resolving issues pertaining to participants’ usage of electronic voucher cards.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist the CRS team and partners in their efforts to reflect on project experiences.
  • Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project data and experience. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Collect information on staff capacity needs and technical assistance needs of partner organizations and provide capacity building and technical support activities to ensure market-based project activities are implemented per project guidelines and standards.
  • Ensure project documentation and reporting for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
  • Represent the organization in relevant humanitarian coordination mechanisms, UN agencies, other I/NGOs, and relevant local government and community actors.
  • Coordinate provision of any logistical and administrative support to staff and partners.

Qualifications and Experience:

  • Bachelor’s Degree required, preferably in Food Security or Humanitarian Action. Master’s degree in similar fields a plus.
  • Minimum of 2 years of work experience in humanitarian or development project support, 1 year required experience in food security or cash and voucher interventions.
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Experience in participatory action planning and community engagement.

Required Languages

  • Excellent spoken and written English skills are required, Excellent spoken Pidgin skills highly desired.

Required Travel: Frequent travel between Bamenda and program sites in the Northwest, as well as occasional travel to Yaoundé.
