ABOUT NECC
The National Episcopal Conference of Cameroon (NECC) is the Head Quarter of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. NECC works to ensure dignity of the human being, common good, subsidiarity and in solidarity of all humans. NECC's development work in Cameroon is accomplished through, access to quality education, health, promoting commitment of the faithful for the reduction of inequalities and empowerment of vulnerable groups.

SUMMARY OF THE CoSMO PROJECT

The 5-year, approximately US$33 million Consolidating Systems and Services for the Management of Orphans and Vulnerable Children (CoSMO) Project funded by the President's Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID) will cover at least 68 health districts across all 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (NECC) as from January I , 2023.
The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, subrecipients' partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

TERMS of REFERENCE

You will ensure the maintenance of CoSMO project applications and databases, the implementation of new components of the information system and the management of user privileges. You will provide users on the one hand with working tools and training materials 10 support capacity building or data management, and on the other hand with the technical support required in the operation of project's data collection and operations. You will also be in charge of data cleaning and visualization.
Manage the routine data collected within the framework of the COSMO project and guarantee their quality and security;
Identify and notify appropriate teams of data errors and inconsistencies; Develop and maintain data collection tools, applications and databases according to the needs of the different teams;
•    Produce and update technical documentation on tools, applications and databases;
•    Produce, according to the needs of the different teams, tables and graphs of indicators to support the performance evaluation and monitoring of the CoSMO project;
•    Propose and support capacity building of appropriate teams on applications and data management;
•    Manage user privileges on applications and databases:
•    Provide technical support required by users;
•    Perform other tasks assigned by the Information System Manager.

MINIMUM QUALIFICATIONS

Education and experience
Bachelor degree in a field related to computer sciences; Master's degree will be an advantage.
At least three years of experience in software development.
At least three years of experience in database development and management.   Having already had to work in a humanitarian project in a similar position would be a plus.
Skills
Excellent skills on MySQL, PostgreSQL database management systems;
Good skills in data analysis and visualization software such as EXCEL and Power
Excellent skills in the SQL language:
Good skills in JAVA and PHP development languages and frameworks;
Good communication skills;
Be honest and able to maintain the confidentiality of information;
Knowledge of good IT practices;
Be solutions and results oriented;
Be open to continuous improvement;   Ability to work under high pressure.

Language Required/Desired
• Be bilingual (French and English) and master at least one of the two languages. Travel tequired: 10% travel in Cameroon.

External: MEAL Staff of COSMO sub recipients, Strategic Information Staff of other stakeholders.
