Description

  • Management Sciences for Health (MSH) is seeking candidates for various Country Lead positions for an anticipated 8-year USAID global supply chain and pharmaceutical management project. The purpose is to provide Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA).  This position is subject to project award and funding.

Overall Responsibilities

  • The Country Lead oversees, leads, and manages the country program and is accountable for the deliverables and results, with full accountability and authority for the development, execution, and monitoring of the country program, including country vision and technical strategy; program management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other USAID and MSH projects.
  • This accountability includes effective contribution to program marketing and coordinating with business and resource development activities that contribute to fueling MSH’s mission.

Specific Responsibilities
Country Program Results:

  • Oversee implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project.
  • Serve as the primary project liaison from MSH to the donor in-country and MOPH and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.
  • Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
  • Aligning program results with other donor initiatives and efforts.

Technical Strategy and Vision:

  • Develop (update and adapt as needed) and execute country program results framework, performance monitoring plan, technical strategy, monitoring, evaluating, and learning (MEL) plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards, and guidelines.
  • Ensure appropriate and timely documentation and dissemination of key results, deliverables, and learning for maximum program impact and through a variety of communication strategies and events.

Project and People Management:

  • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and standard operating procedures (SOPs).
  • Oversee project financial management, including the development, update and implementation of cost-effective project budget, active budget monitoring and costs control.
  • Proactively and efficiently identify, manage, and monitor project and country risks to mitigate impact on project success, staff safety and security and MSH reputation.
  • Ensure country program staffing, structure, and reporting relationships are aligned and streamlined with program needs, local context, and available resources.
  • Manage and mentor the country team using MSH policies and resources and implement an effective performance-management program including standards and processes for regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

Client and other Stakeholder Relationships:

  • Align with other country efforts and initiatives as appropriate especially around other GHSC suite activities and country government initiatives.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners.
  • Provide effective and timely responses to inquiries and concerns.
  • Identify and keep track of new opportunities for expansion and growth and communicate them to the relevant internal MSH stakeholders.

Coordination and Synergy:

  • Collaborate with the MSH country and organizational leadership as required in activities organized in the context of MSH representation in country.
  • Ensure harmonious collaboration with and cost-effective use of shared services at the headquarters and country levels.
  • Support effective collaboration and coordination with other MSH projects/countries and MSH headquarters to build synergies and leverage best practices across projects for maximum impact.
  • Maintain ongoing communication with MSH headquarters on project progress and performance, success, and achievements as well as risks and challenges and where applicable coordinate project response.

Required Minimum Qualifications / Experience

  • Master’s Degree in Public Health, Administration, or a related discipline (MPH, MBA or other).
  • Minimum of 10 years of progressively responsible, related experience required, previous experience as Chief of Party in health systems strengthening projects preferable.
  • Demonstrated subject-matter expertise in technical content relevant to the program (health systems strengthening, pharmaceutical management and supply chain systems, governance).
  • Demonstrated leadership and management abilities, and strategic planning and visioning skills.
  • Prior experience and success directing similar or larger international donor-funded projects. Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
  • Proven record of aligning diverse, multi-level teams with program mission and vision; track record of strong commitment to sharing knowledge and learning, documenting, and amplifying experiences, supporting creative initiatives, collaborating, and sharing credit.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with high level government officials, government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Fluency in English.
