Description
World Agroforestry (ICRAF) is a center of science and development excellence that harnesses the benefits
of trees for people and the environment. Leveraging the world's largest repository of agroforestry science
and information, we develop knowledge practices, from farmers' fields to the global sphere, to ensure food
security and environmental sustainability. ICRAF is the only institution that does globally significant
agroforestry research in and for all of the developing tropics. Knowledge produced by ICRAF enables
governments, development agencies and farmers to use the power of trees to make farming and
livelihoods more environmentally, socially and economically sustainable at scales. Headquartered in
Nairobi, Kenya, ICRAF operates six regional programs in Sub-Saharan Africa, Asia and Latin America
and conducts research in more than 30 other countries around the developing world.
OBJECTIVE
Produce the text for a publication on the role of trees in agricultural landscapes to support biodiversity
conservation in the Peruvian Amazon.
CONTEXT
Within the context of the negotiation on the post-2020 global biodiversity framework and as part of
ICRAF Peru support to strengthen countries capacity to achieve current AICHI7 target and correspond
targets for the post 2020 with evidence and advisory work through the Project IKI Trees on
Farms (TonF), we are looking for an expert in biodiversity and conservation in fragmented forest and
agricultural landscapes, to lead the publication of a desk study to support the evidence of the role of
trees in agricultural landscapes to support biodiversity conservation in Peru.
Based on evidence presented in existing literature and on advancement of the project TonF, the expert is
requested to develop a framework and integrate information from articles, studies and reports centered in
the Amazon. This information will be provided by three teams of national experts working respectively on
trees species and communities, birds, and vertebrates. The expert is requested to coordinate with the
national experts and to collate and prepare this material as main source of information for
the publication.
SCOPE OF WORK
The study focus is specific on Amazonian agricultural landscape mosaics; in particular, but not
exclusively, it is on land of consolidated old frontier areas legally classified as agricultural land according
to the major land use capacity map (CUM, capacidad de uso mayor) and as such under the mandate of the
Ministry of Agriculture and attached regional bodies. It also includes agricultural land use systems on legal
forest land governed by the national forest authority (SERFOR).
TEAM
The consultant is going to participate in two groups attending the requirements of the publication:
- Working group led by the scientific editor and composed by three teams of national experts, two
representatives (one for the technical part and one for the communicational part) from ICRAF. This
group is tackling all technical discussions around the content of the publication, the alignment
across the document in terms of content and related logistics.
- Editorial committee where Minister of Environment (MINAM) representatives, ICRAF scientific
leader and the editor will convene to address institutional matters and alignment with public sector
perspectives.
Terms of Reference
General management:
at. Establish the scope of work of the consultants for each thematic area, timing, objectives, and products
together with the editorial committee.
b. Secure compliance with time and objectives of each team of consultants in charge of the modules.
vs. Regularly inform the working group and the editorial committee on the advances.
d. Maintain a regular exchange of information with MINAM-DGCDB and IUCN project partners to
secure consistency and alignment across.
Scientific lead on:
at. determining the conceptual framework in line with current project, ICRAF farm biodiversity
indicators and based on information from current target 9 and 2 draft (in collaboration with ICRAF).
b. Synthetization of each thematic area and of the implications at the landscape level.
Full lead on:
at. Modules and indicators section?
Identify as set of thematic indicators. ?
Identify a set of complementary combined indicators (eg sustainability, connectivity, resilience)
that go beyond the specific thematic indicators of each module and ensure consistency between all
indicators across themes and scales.
b. Final section?
Discussion and implications about implementation. ?
Implications for country's reporting processes and how they can benefit from the evidence
provided in this publication. ?
Gaps identified, what do they entails, how to address them. ?
Way forward to improve country information system beyond biodiversity, but as a cohesive vision
around land management across scales and ecosystem services (productivity, carbon stocking,
improvement of water cycle).
DELIVERABLE DETAILED
1. A synthesis of peer reviewed scientific information to support country positioning on Targets 9 and 2. It
is aimed at clarifying the:?
role of managed ecosystems as habitat for species and supporting landscape connectivity,?
role of sustainable management and good practices, and?
concepts of co-benefits for identifying biodiversity potential tradeoffs
2. A general framework developed based on (1) to be substantiated by scientific publications and technical
documents published for the Amazonian region of Peru and compiled by the three thematic experts.
This shall include a proposal of relevant components and indicators. The framework shall allow the
review and synthesis of published and studied cases encompassing different agricultural land use
composition practices and connectivity patterns. A clear consideration on the relevance of those cases
shall be ensured to build the evidence needed by the country to prioritize measures and reporting in
relation to those targets.
3. A list of summary / composed indicators and a discussion on the multidimensional component of
sustainable land management to include dimensions related to productivity, water related ecosystem
services, carbon stocking and other relevant services at the plot and landscape level.
4. Identification of the implications for the implementation of the suggested indicators profiling the most
suitable cross-sectorial institutional configuration to address identified challenges and gaps in
capacities.
5. Recommendations for the country based on component and complementary indicators identified in (2)
to:?
comply with the criteria presented, and?
engage / commit on relevant indicators in consideration of national institutional and technical
capacity for reporting
6. An Endnote (or equal) library database with the literature cited in the final product
