Overall Responsibilities:

The Senior Technical Advisor (STA) provides management support and technical assistance for the design and implementation of country interventions related to coordination of HIV investments and sustainable financing for HIV services in Cameroon.

The STA provides support to the RISE Project Director, RISE consultants, and MSH team in Cameroon, and provides direct technical assistance to the Ministry of Public Health, Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) Country Coordinating Mechanism (CCM), National AIDS Control Committee (NACC) and other country partners and stakeholders.  The STA leads implementation of activities for two workstreams under the RISE Project: the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Country Operational Plan-funded universal health coverage COP22 activities, and COVID-19 Response Mechanism (C19RM) Global Fund Technical Assistance (GFTA) funds.

Technical Assistance and Support

    • Work with country stakeholders and international counterparts to help develop, review, implement, and monitor technical approaches and strategies for: (1) advancing Cameroon’s Universal Health Coverage (UHC) program which includes sustainable financing for HIV services, and (2) increasing efficiency of Cameroon’s GFATM C19RM activity implementation through focused technical assistance to the CCM and civil society partners.
    • Provide direct technical assistance to the CCM to develop a costed strategic plan.
    • Provide direct technical assistance to the CCM and membership civil society organizations to develop a communication, advocacy, and resource mobilization plans.
    • Provide direct technical assistance to the CCM to conduct an evaluation of  the contribution of the State in the response to the 4 diseases (HIV/AIDS, Tuberculosis, Malaria, COVID-19).
    • Provide assistance in the development of specific HIV-related policies, guidelines, standard operating procedures, job aids, and other relevant materials.
    • Collaborate with stakeholders for the development, deployment, and implementation of appropriate tools necessary to improve coordination of HIV investments and activities and their appropriate use for decision making
    • Monitor achievement of key deliverables and identify the most important technical deliverables of the portfolio.

Capacity Building

  • Participate assessments of UHC human resource capacity strengthening needs and collaborate internally and externally to develop capacity strengthening strategies; areas may include strategic communications or accreditation system related to UHC roll out.
  • Develop costed project capacity strengthening strategies, roll-out plans, training, and follow-up timelines.
  • In conjunction with country counterparts, develop/revise required training packages and materials.

Monitoring & Evaluation

  • Support the collection and validation of relevant data to report project indicators.
  • Contribute to the adequate documentation and dissemination of program results and lessons learned, including the development and submission of abstracts and articles to scientific journals and conferences.

Coordination

  • Coordinate with other country project technical activities ensuring harmonized approach in line with MSH quality standards
  • Coordinate assigned technical areas and activities with other USAID-funded and international projects in the country.

Performance Management

  • Supervise consultants, as needed, to ensure the adequacy of their performance and quality of inputs and deliverables.

Required Minimum Education

  • A postgraduate education in a field of study closely related to the assigned responsibilities is required.
  • Preferred: Formal training in public health, health economics, health services research, policy analysis, epidemiology, biostatistics, or related discipline preferred.

Required Minimum Experience

  • 7+ years of related experience in HIV program development, management, assessment, and/or strengthening in low-resource settings is required. Experience in international public health highly preferred. Extensive knowledge of HIV donor and civil society engagement and communication, as well as applicable laws, regulations and general instructions, required.
  • Preferred: Experience in Cameroon with key HIV stakeholders (governmental, multilateral, and civil society) is highly desirable.
  • Experience with public health programs in low-resource context supported by bilateral agencies such as USAID, CDC and international agencies such as the Global Fund, UNITAID, WHO and World Bank preferred.

Knowledge and Skills

  • Proficiency in French and English is required.
  • Excellent writing and presentation skills in English are essential.
  • Strong computer skills; Excel, MS Word, MS Project, PowerPoint.
  • Demonstrated competence to assess priorities and manage teams and a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Demonstrated ability to coordinate and manage relationships with multiple stakeholders with interest in activities.
