COOPI is looking for a Central Africa Regional Administrator based in Yaoundé

The Regional Administrator ensures the coordination, management, training and support of all administrative activities carried out at the level of regional coordination in the region.

Frequent missions are planned in the countries of Central Africa (Cameroon, Chad, DRC and CAR).

Under the supervision of: Regional Coordinator.

Objectives and result

As a key member of the regional coordination team, the incumbent will:

  • ensure that the management of regional finance, the management of HR and the administration ** ** comply with the policies and guidelines of the Siege COOPI and local laws;
  • ensure that the quality of the program meets organizational standards;
  • supports the procurement, trade and funding processes of programs, managing funding proposals and reporting to donors in a timely and accurate manner.

Responsibilities

Budget

  • Collaborate on new project budgets , while respecting the planning and sustainability of the Regional Coordination.

Project management

  • At the start of the project, we receive the purchasing plan from the Project Manager by the Country Administrator: check the relevance in relation to the budget and the necessary procedures , after uploading to the internal database.
  • Request the Italy costs of the countries of competence from the Milan headquarters and send them to the Country Administrator.
  • Monitor the development of the purchasing plan .
  • Guarantee constant adherence between the project's accounts and that of the country , by checking the consistency between the accounts and other internal documents.
  • Check and monitor the grants to be received.

Selection and training

  • Participate in the selection phase through interviews, tests and final evaluations.
  • Ensure the ** evaluation of Country and Project Administrators ** at the end of the contract.

Balance sheet

  • Check that the data provided by the countries are correct and complete for the assessment and their transmission to headquarters.

Reporting

  • Planning and monitoring of the production times of the reports to be presented at Headquarters and abroad in the Countries under the Coordination.
  • Verification and approval of intermediate or final reports produced at local level.
  • Finalization and approval of final reports to be sent by Headquarters.
  • Compiling reconciliation of bank accounts.
  • Support for audits carried out by the headquarters of the countries concerned.
  • Verification and reconciliation analysis of bank accounts.

Coordination

  • Provide support for the annual budget preparation of the Countries.
  • Plan the regional budget and its monitoring periodically.
  • Support the organization of the work of Country Administrators by providing indications (priority, modality) of the work.
  • Ensure the financial soundness of the Regional Coordination.
  • Check financial soundness, administrative percentages and monetary quotas.
  • Prepare and verify the administrative reports requested by Headquarters.
  • Check active and regular monitoring of the financial aspects of each country concerned.
  • Take care of updating for the preparation of budget sheets.

Candidate profile

Essentials

  • University training in Administration, Business Administration, Finance, Management of non-profit organizations and Business management;
  • A minimum of 5 years of relevant professional experience ;
  • At least three years of demonstrated experience in the field of international aid and development in African countries, in a similar situation;
  • Mastery of the procedures of the main Donors (eg EU, ECHO, UN Agencies);
  • Excellent level of oral and written communication, negotiation skills, multitasking and great organizational skills;
  • Experience liaising with government / local authorities, IOs and NGOs;
  • Excellent knowledge of the French language and the Italian language; good knowledge of English;
  • Excellent knowledge of the MS office package.

Transversal skills

  • Demonstrated ability to work in a team;
  • Demonstrated ability to work in stressful and pressured environments.

Assets

  • Previous experience in a COOPI mission;
  • Experience working in conflict-prone environments;
  • Experience in logistics, procurement and security;
  • Experience in personnel management.
