UN Women Cameroon delivers its programme through four thematic Pillars, to ensure greater gender equality and women empowerment, namely: (i) Governance and participation in public life, (ii) Elimination of Violence Against Women (EVAW), (iii) Women Economic Empowerment and (iv) Humanitarian Programme. This consultancy falls within the Humanitarian Programme.

The role of the Humanitarian Programme is to ensure humanitarian effectiveness by responding to gender-specific needs, working across the humanitarian-development-peace continuum in sudden-onset emergencies and protracted crises, standardize the humanitarian response and capacities of UN-Women and facilitate resource mobilization for UN-Women's humanitarian response.

UN Women is supporting various partners including the Ministry of Women Empowerment and the civil society organizations through the CERF Global grant as a mechanism to channel financial and technical support towards protecting and empowering women and girls affected by crisis in Cameroon with provision of financial and technical support.

To ensure good monitoring of the partners implementing the CERF global Grant, UN Women is planning to engage services of a national consultant to support the project team and partners for good quality and timely implementation. This consultancy should help UN Women in addressing key priority areas and approaches on how to improve the quality of the services provided as part of the CERF global grant to the beneficiaries of this project.

Duties and Responsibilities

Summary of key functions:

Under the direct supervision of the Humanitarian Programme Manager, the national Consultant will be responsible for ensuring the quality implementation of the CERF project by strengthening its M&E system. He/she will develop mechanisms for participatory M&E which will systematically include and address views of primary beneficiaries. The consultant will work with the project team to strengthen its planning, implementation, monitoring and substantive reporting.

Scope of Work:

Work closely with the project team and implementing partners to ensure full implementation of all project activities. Monitor partners activities to ensure proper implementation of their programmatic commitments as well as budget consumption. Develop the program monitoring-evaluation plan over the mission period. Prepare progress reports of the activities carried out presenting the results achieved by targets (monthly, quarterly, half-yearly and annual).Submit a quarterly monitoring table for project performance indicators. Capture and archive the most significant changes generated by the project (testimonials and case studies).Formulate lessons learned and ensure that they are considered in the implementation of the project. Consolidate and regularly update the project database. Coordinate any survey with partners and stand as evaluation focal point for the projectTimeframe: 120 working days over a period of 4 months

Administrative arrangement:

The Consultant will be based at the UN Women Country Office in Yaoundé, with possible travel to the regions. The consultancy shall commence as soon as possible for the total of 120 working days. The contract payments will be based on the submission of satisfactory deliverables to the supervisor at the end of each month.VII. Key Deliverables:

Required Skills and Experience

Education:

Master’s Degree in social development, gender, or other related social science.

Experience:

Minimum 5 years of relevant professional experience in conducting community assessments, project formulation, and knowledge of gender, GBV and the impact of conflict on women. Experience in project monitoring with civil society and /or UN agencies. Experience in gender analysis. Strong experience and knowledge of human rights issues, the human rights-based approach to programming. Strong experience in Monitoring and EvaluationLanguage requirement:

Fluency in English and French
