Following the submission of the eligibility request on July 10, 2019, Cameroon was declared eligible for funding from the United Nations Peacebuilding Fund (PBF) by the United Nations Secretary General, in a letter addressed to President Biya, on July 29, 2019. Currently, the PBF portfolio amounts to $21,548,755.08, for 12 projects, 7 of which are active.

The Steering Committee - with its Technical Secretariat – formed on May 8, 2020, by an order of H.E. the Prime Minister of Cameroon, is co-chaired by the United Nations Resident Coordinator and the Chief of Staff of the Prime Minister, and is in charge of the strategic and political supervision of PBF projects.

The PBF Secretariat – and its coordinator – embedded within the Office of the United Nations Resident Coordinator (RCO) in Cameroon, supports the mobilization and ensures the proper functioning of the Steering Committee and the liaison between the Members of the Steering Committee and the implementing partners to ensure the proper coordination, sequencing, and monitoring and evaluation of approved projects, as well as the mobilization of additional funds.

As the UN governance mechanism of the PBF portfolio in Cameroon, the PBF Secretariat has two main functions: 1) , to co-coordinate the joint Technical Secretariat of the PBF Steering Committee; 2) to support and organize through the Technical Secretariat, the work of the PBF Steering Committee; 3) to coordinate and provide technical guidance for the work of UN PBF recipient agencies (RUNOs) and non-UN entities (NUNOs) in the program cycle (Design, Monitoring / Evaluation) and ensure collaboration between recipient agencies and the synergies of the PBF portfolio as well as the visibility of the programs, under the PBF Steering Committee guidance. The Secretariat therefore has a strategic role within the UN family and within the joint PBF Governance structure established in Cameroon, as it gives impetus to inclusive discussions around conflict prevention and consolidation in Cameroon. The PBF Secretariat will also fulfill the role of focal point for liaison with the Peacebuilding Commission in order to support Cameroon’s participation as appropriate.

Under the general supervision of the Resident Coordinator, the direct supervision of the Coordinator of the PBF Secretariat and the indirect supervision of PBSO, the Communication and Logistics Specialist will work in close collaboration with RCO Communication, administrative and finance Units, and will ensure the implementation of the Communication Strategy which will be approved by the PBF Portfolio Steering Committee, as well as the communication and logistics of the PBF Secretariat. He / she will participate in strengthening the capacities of the Secretariat and the Steering Committee.

Position Purpose

Planning and design of internal and external strategies for communications and outreach Implementation of the PBF branding and visibility strategies and plans Supervision of the web material produced and disseminated Logistics and supports to the business development Facilitation of knowledge building and management

DUTIES & RESPONSIBILITIES

1.) Planning and design of internal and external strategies for communications and outreach

Preparation and conduct of communications’ needs assessments for PBF. Editing of PBF Communication Strategy and outreach strategy based on PBF Steering Committee strategic priorities and RCO External Communications Action Plan. Identify a list of international conferences, and platforms and a to present PBF Cameroon best practices and lesson learnt. Identify a list of international academic centers for capacity building and dialogue of PBF Steering Committee and Technical Secretariat members.

2.) Implementation of the PBF branding and visibility strategies and plans

Implementation of the PBF visibility and branding strategy and plan, based on the corporate (PBF/RCO) branding and visibility policies. Identification of storylines for publications. Coordination and management of PBF publication activities, such as content management, norms for publishing, design, etc. Contact with suppliers (printers and others) to ensure production of visibility material and ensure publications dissemination.

3.) Supervision of the web material produced and disseminated

Supervision of the design and maintenance of web sites and social media profiles (if created) based on corporate requirements in cooperation with the ICT staff. Preparation of the content for the web sites and social media platforms to ensure consistency of the materials. Design and supervision of weekly media monitoring on peace and other relevant issues for the PBF

4.) Logistics and supports to the business development

Support the Steering Committee and Technical Secretariat meetings’ preparation. Follow up of administrative procedures and files related to purchases of services, goods and works between PBF / RCO and UNDP. Support the preparation and the logistics of field visits, monitoring visits and incoming missions, in collaboration with the PBF secretariat personnel. Support the logistics to enable the PBF Secretariat to perform. Perform other duties as needed.

5.) Facilitation of knowledge building and management

Identification and synthesis of best practices and lessons learned directly linked to PBF, UNSDCF and national development strategy goals and activities, in cooperation with the PBF M&E specialist. Sound contributions to knowledge networks and communities of practice including corporate communications repositories. Setting and management of the PBF filing system (internal server or dropbox or any other identified cloud).

QUALIFICATIONS

Education:

Master's degree in communication, marketing, business administration, public administration or any other matter accompanied with relevant working experience.  .

Experience, Knowledge, and Skills

At least 2 years of relevant experience at the national and/or international level in communications and mission or event logistics. Good knowledge and experience in brief and speech writing, social media management, preparation and organization of field missions and national / international events will be an asset Experience in the usage of computers and office software packages including filing systems and clouds, fling system. Experience in Peacebuilding sector and knowledge of conflict dynamics in Cameroon are assets.

Language Requirements:

Fluency in oral and written English and French. Other official language of the UN will be desirable
