UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

For several decades, Cameroon was considered as a model of peace in Africa. However, nowadays, it is confronted with enormous security challenges provoked by political instability in neighboring countries (Nigeria, the Central African Republic and Chad) on the one hand, the unjustified attacks of the islamist sect Boko Haram and the socio-political crisis in the South-West and North-West Regions of Cameroon. These situations have provoked massive movements of populations into its territory and contributed to the destruction of the socioeconomic system of the society with dramatic consequences as the increase of violence, the death of numerous innocent Cameroonians among whom many women and children, forced and massive movements of populations, the destruction of whole villages, the slowing down economic activities.

To address the increasing humanitarian needs, UN Women is implementing currently 3 projects funded by the Government of Japan, ACCD in Far North and CERF in South West North West and is seeking to recruit a Project Assistant Livelihoods.

 

Reporting to the Programme Manager Humanitarian, the Project Assistant Livelihoods contributes to the effective coordination, management and monitoring of livelihood activities under the Humanitarian Projects

1.       Support the development and implementation of the livelihood Programme:

·       Provide technical inputs to the design and formulation of Programme/project proposals to support refugee and host community women and girls.

·       Provide inputs to the strategic development, implementation plans annual workplan and budgets as required.

·       Assist the Emergency Response team and Early Warning/Anticipatory Action and Shock Responsive Social Protection team in planning, coordination and execution of cash-based transfer activities (e.g. Unconditional Cash Transfer, Cash, Cash for Work, etc.);

·       Provide technical support to local partners and humanitarian actors for field data collection within the cash-based needs assessment

·       Participate in existing cash coordination groups/structure (e.g. Cash an Livelihoods Working Group, , etc.) and liaise with key stakeholders (Government and humanitarian actors) to ensure complementation with other clusters/interventions

·       Conduct Surveys and livelihoods needs and market assessments

·       Assist the Emergency Response team and Early Warning/Anticipatory Action and Shock Responsive Social Protection team in planning, coordination and execution of cash-based transfer activities (e.g. Unconditional Cash Transfer, Cash , Cash for Work, etc.);

·       Support the call/request for proposals, including preparation of solicitation documents, the organization of technical review committees, and capacity assessment of partners.

·       Review and coordinate the submission of implementing partner financial and narrative reports.

·       Monitor budget implementation and Programme activity expenditures and prepare budget revisions when required
Provide support development of the livelihood and Women Economic Empowerment strategy in emergency context.

·       Provide support for the market survey analysis to identified appropriated value chain for the target population in areas of interventions

·       Establish and maintain collaborations with the local government authorities, and stakeholders

2.       Provide technical assistance and capacity development support to Programme partners for learning and livelihood:

·       Provide technical support to the implementation of Programme activities with partners; and on Results Based Management.

·       Identify opportunities for capacity building of partners on programming support and trainings to partners as needed, on the project management and on technical vocational, life-skills.

3.       Support monitoring and reporting of the livelihood Programme:

·       Monitor progress on Programme activity, results and indicators; monitor Programme delivery by partner and take timely corrective action as necessary with project partner.

·       Provide inputs to quarterly reports and annual reports of the office, donor reports and other reports on outputs and outcomes.

4.       Provide technical support to inter-agency coordination on livelihood to achieve coherence and alignment of UN Women Programme with other partners:

·       Provide substantive technical support to the Programme Manager on inter-agency coordination related activities through effective representation and participation

Provide any other support as required

Education and certification:

· Bachelor's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required

A project/Programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

·       At least 2 years of experience working on livelihoods activities

·       Experience in the development, planning, implementation, monitoring and reporting of programmes;

·       Experience working in gender equality and women’s rights

Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset.

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
