SNV Cameroon received funds from the German cooperation for the implementation of the 'Cameroon Golden Cocoa Project' from December 2018 to November 2020. The main objective of this project is to increase the incomes of cooperatives and farmers as well as the job creation through the implementation of standardized post-harvest cocoa practices of high quality: 'Golden Cocoa'.

The specific objectives of this project are as follows: - Increase by 10% the production of high quality cocoa thanks to the implementation of standardized post-harvest practices allowing to obtain a high quality cocoa (Golden Cocoa);

• Diversify the sources of income of cooperatives by processing cocoa beans, marketing processed products and creating jobs;
• Develop a cocoa training curriculum for actors in public and private professional training, to be used in training centers according to skills.

The Cameroon Golden Cocoa Project (CGCP) follows on from the Cocoa Business Service Center project (CBSC) funded by German cooperation between December 2015 and December 2017 and implemented by GIZ in partnership with SNV in the regions of Center and Southwest. This CBSC itself followed the Cameroon Cocoa-Eco Project (CCEP) funded by SNV from 2014 to 2015 and implemented by itself in the two regions.

The common point of the two previous projects with the "Cameroon Golden Cocoa Project" is the introduction and monitoring of innovations within cooperatives to improve the quality of the beans sold by them. Cross-cutting themes such as gender, nutrition, orientation of cooperatives towards agricultural entrepreneurship and now the professionalization of post-harvest trades will be addressed within the framework of the CGCP. In addition, the two previous projects targeted certain districts which are part of the Cameroon Golden Cocoa Project, namely Konye and Muyuka in the South West as well as Ayos and Ngomedzap in the Center region.

In addition, the "Cameroon Golden Cocoa Project" intervenes almost a year after the end of the "Cocoa Business Service Center" project. This left the opportunity for cooperatives to evolve and learn about other experiences. To be able to identify the changes that the Cameroon Golden Cocoa project will bring to the lives of the beneficiaries, it is important to conduct a baseline study before the effective implementation of the project.

Job Description

I. Objective of the study

The objective of this study is to make an initial inventory of the various actors before the implementation of the project for a better visibility of the effect of the project on the targets.

Specifically, it will involve: - Collecting existing information on each cooperative in terms of:

• Development of cooperatives;
• Drying of cocoa beans;
• Fermentation of cocoa beans;
• Processing and marketing of processed cocoa products;
• Access to markets for the sale of cocoa beans and processed cocoa products;
• Access to cocoa input markets
• Access to cocoa finance markets
• Gender and nutrition;
• Creation of cocoa companies.
• Assess the constraints and opportunities for women's participation in post-harvest cocoa value chain activities in the selected areas
• Make proposals for better participation of women in post-harvest activities in the cocoa value chain
• Identify for each category of actors, the capacity building needs for an efficient intervention at post harvest level
• Give reference values ​​to project monitoring and evaluation indicators

II. Methodological guidelines

Given the project and the indicators, some of which are expressed as a percentage, a methodological approach based on a rigorous mixed (qualitative and quantitative) survey of the target communities is recommended.

Therefore, a methodological report detailing the sampling and the main questions will be provided before the completion of the field phase. The data collection tools will be developed by the organization or the team of consultants and validated by the Cameroon Golden Cocoa Project (CGCP) team.

The realization of this study will be based on:

• The document review : It will allow the consultant to have a better knowledge of the project as well as its logical framework in order to better understand the monitoring and evaluation indicators.

The areas targeted by this study are the regions of Center and Southwest Cameroon.

V. Livrables attendus

En suivant le timing donné plus bas, et en suivant les procédures administratives et financières de SNV Cameroun, tout le long de ce processus, le/la consultant/e devra fournir les résultats suivants revus et approuvés par l'équipe SNV:

• Un rapport méthodologique et les outils de collecte des données
• Un rapport de l'étude de base en français ou en anglais;
• Une présentation Powerpoint des résultats de l'étude.

Qualifications

I. Profil de l'organisation / groupe d'experts et compétences requises

Les organisations / groupes d'experts désireux de faire acte de candidature doivent justifier les critères ci-après :

• Au moins cinq (05) années d'expériences dans la réalisation des études/évaluations de projet, précisément en développement rural
• Avoir déjà réalisé au moins trois études de base de projet
• Très bonne connaissance de la chaine de valeur cacao ainsi que des problématiques s'y rapportant
• Parfaite maitrise du fonctionnement des organisations de base et précisément des coopératives
• Expérience de travail avec des organisations internationales
• Très bonne maitrise du Français et de l'Anglais (la connaissance des langues locales des zones cibles serait un atout)
• Capacité à livrer des résultats dans des délais courts. .
• Très bonne capacité de communication, de rapportage et de présentation.
