Description
The Regional Administrator ensures the coordination, management, training and support of all administrative activities carried out at the level of regional coordination in the region.
Frequent missions are planned in the countries of Central Africa (Cameroon, Chad, DRC and CAR).
Under the supervision of: Regional Coordinator.
Objectives and result
As a key member of the regional coordination team, the incumbent will ensure that regional financial management, HR management and administration comply with COOPI Headquarters policies and guidelines and laws local. He / She ensures that the quality of the program conforms to organizational standards. He / She supports the purchasing, trade and funding processes of the programs, managing funding proposals and reports for donors in a timely and accurate manner.
Responsibilities
Budget
- He / She collaborates on new project budgets, while respecting the planning and sustainability of the Regional Coordination.
Project management
- At the beginning of the project, he / she receives the purchase plan from the Project Manager by the Country Administrator, he / she checks its relevance in relation to the budget and the necessary procedures, after which he / she uploads it to the database internal.
- He / She requests / receives the Italy Costs of the countries of competence from the Milan headquarters and he / she transmits them to the Country Administrator.
- He / She monitors the development of the purchasing plan.
- He / She guarantees constant adherence between the project accounts and that of the country, by checking the consistency between the accounts and the other internal documents.
- He / She checks and monitors the grants to be received.
Selection and training
- He / She participates in the selection phase through interviews, tests and final evaluation.
- He / She assesses the Country and Project Administrators at the end of the contract.
Balance sheet
- He / She checks that the data provided by the countries are correct and complete for the assessment and their transmission to headquarters.
Reporting
- Planning and monitoring of reporting times to be presented at Headquarters and abroad in the Countries under the Coordination.
- Verification and approval of intermediate or final reports made at local level.
- Finalization and approval of the final reports which must be transmitted by the Headquarters.
- Compilation reconciliation of bank accounts.
- Support for audits carried out by the headquarters of the countries concerned.
- Verification and analysis of reconciliation of bank accounts.
Coordination
- He / She provides support for the annual budget preparation of the Countries.
- He / She plans the regional budget and its monitoring periodically.
- He / She supports the organization of the work of the Country Administrators by providing the indications (priority, modality) of the work.
- He / She ensures the financial solidity of the Regional Coordination.
- He / She checks the financial strength, the administrative percentages and the monetary quotas.
- He / She prepares and verifies the administrative reports requested by the Headquarters.
- He / She checks active and regular monitoring of the financial aspects of each country concerned.
- He / She takes care of updating for the preparation of budget sheets.
Candidate profile
Essentials
- University training in Administration, Business Administration, Finance, Management of non-profit organizations and Business management;
- A minimum of five years of relevant professional experience;
- At least three years of proven experience in the field of international aid and development in African countries, in a similar situation;
- Mastery of the procedures of the main Donors (eg EU, ECHO, UN Agencies);
- Excellent level of oral and written communication, negotiation skills, multitasking and organizational skills;
- Experience in liaising with government / local authorities, IOs and NGOs;
- Excellent knowledge of the French language and good knowledge of the English language;
- Excellent knowledge of the MS office package.
Transversal skills
- Demonstrated ability to work in a team;
- Demonstrated ability to work in stressful and pressurized environments.
