Presentation of the mission
Action contre la Faim has been present in Cameroon since 1998. Since 2014, our action has focused mainly in the East and Far North Region of the country on emergency programs initiated with Central African refugees and affected host communities. by socio-political unrest in CAR and violence linked to Boko Haram's activity in the Lake Chad region. ACF has set up long-term population resilience, health and water nutrition, sanitation and hygiene programs with the support of ECHO and SIDA for more than 150,000 beneficiaries. Since the end of 2018, ACF, under the name of Action Against Hunger, has also been present in the Southwest, in support of the crisis that is raging in this region.
Living and security conditions
The mission currently has 140 employees spread over 5 bases: Batouri in the East, Maroua and Kousseri in the Far North, Buéa in the South West and coordination in Yaoundé.
Cameroon is a fairly stable country. However, the Far North region remains an area of great vigilance with the presence of Boko Haram fractions on the border with Nigeria. Likewise, the North West / South West regions are very unstable.
You will be based in Maraoua where the security context is relatively stable but with possible security developments in the area (curfew, movement restrictions). The city is nice.
The ACF base in Maroua has 6 expatriates and around 72 national staffs. The support team is made up of ten staff. Security is relatively calm in Maroua in a Sahelian climate (temperatures vary between 30 and 45 ° C). Expatriates in a shared house (with apartments) equipped with electricity, internet and air conditioners. Offices and vehicles are also air conditioned. We are implementing emergency and resilience programs in response to the multifaceted crisis in the Lake Chad basin (global warming and incursions by armed groups) to ensure nutritional and food security.
The role :
Under the supervision of the Regional Field Coordinator, in line with ACF quality standards, identifies, implements, monitors and evaluates emergency interventions on the WASH and NFI-Shelter part as part of the Rapid Response Mechanism in dedicated areas. More specifically you will be in charge of:
- Provide food for thought on the strategy and positioning of the WASH and RRM department
- Carry out multisectoral rapid assessments by identifying needs and contributing to the formulation of projects
- Ensure the implementation, monitoring and reporting of WASH projects
- Contribute to the Quality and Accountability processes and measure the impact of its program
- Participate in the coordination, representation and partnerships of ACF in its area of intervention
- Supervise and manage the RRM project team
- Contribute to capitalization and technical development within its sector
The candidate :
Holder of a Master 2 in the relevant disciplines (Agronomic, Hydraulic Sciences, Rural Economy, Social Sciences, Administration Science, Project Management,… or an equivalent combination of experiences), you have at least 2 years of experience within an international NGO, and have experience of at least 1 year in RRM program management.
You have excellent writing and analytical skills. You are recognized for your managerial skills and your interpersonal skills (representation with authorities and partners). You also have proven skills in the organization and optimization of administrative processes and an excellent command of the management of budget activity and the project cycle.
You know how to be autonomous and manage priorities. You demonstrate rigor, adaptability and responsiveness. Your skills in team leadership are demonstrated.
Fluency in written and spoken French essential.

Conditions:
Contract : 10 months c ontract fixed-term use of French law
Remuneration and profits :
· Gross monthly entry salary from 2010 to € 2,335 depending on experience. C2
· Per diem and living expenses : € 521 (see eurocost) net, paid in the field.
· + 150 € Context allowance
· + 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens.

Transport and accommodation :
· Support for travel to and from the workplace.
· Single room in shared accommodation supported (specify if individual accommodation).
Medical cover : 100% cover for medical expenses + repatriation insurance.
Holidays and RnR : **
· 25 days of paid vacation per year. **
· + 20 RTT per year. **
· + € 215 paid for the recovery period (every 3 weeks, reference area: Gabon). **
· Support for transport tickets to the reference recovery area. **
Training :
