Study context

This assessment is part of a project called Pro-Résilience Action (PRO-ACT) led in consortium by 2 French NGOs (Première Urgence Internationale and Solidarités International) and whose general objective is to reduce food and nutritional insecurity in s tackling the root causes of vulnerability and reducing the negative impact of stresses and shocks in the eastern and Adamawa regions of Cameroon.

Goal of the study

The study conducted by the NGO / CSO should make it possible to better understand the mechanisms for allocating land and in particular to define the roles and positions of each stakeholder, by identifying blockages and access constraints and by issuing recommendations for a permanent, more sustainable facilitation of access and by proposing a contractual model in conjunction with the administrative and traditional authorities in the area covered by the actions of the PRO-ACT project. And it will specifically be:

  • Conduct interviews with key informants
  • Visit the community and interview representatives of the communities
  • Identify obstacles related to access to land and property in general,
  • Identify the impacts of the influx of Central African refugees on access to land rights
  • Evaluate the role of the various stakeholders in the resolution of land disputes;
  • Identify through existing mechanisms and opportunities to facilitate the access of refugees and host populations to land and to decision-making power relating to land;
  • Propose a practical action plan to address the identified gaps.
  • Organize local feedback workshops

Methods and implementation of the study

Dates:

The study mission will ideally start on February 03, 2020 for a duration to be defined by the NGO / CSO with the coordination of the consortium. The NGO / CSO will have to produce at the end of the mission a report including a summary sheet with the main conclusions and recommendations translating the results of the study into practical actions, an executive summary, a provisional report and a final report after integration of the feedback from PUI and partners, appendices, a power point presentation of the evaluation results and 2 restitutions.

Profile:

The NGO / CSO must have proven experience in land governance, have sufficient resources to successfully carry out the mission. Presence in the project area is an asset.

Place of issue :

Cameroon Eastern Region (Bétaré-Oya, Garoua-Boulaï) and Adamaoua (Meiganga, Djohong, Ngaoui, Dir)

Conditions:

The NGO / CSO must submit the following elements by January 31, 2020 at the latest: the consultant's understanding of the ToRs (1-2 pages), the methodology proposed for its implementation (3-5 pages), the detailed chronogram , the proofs of legal recognition, the detailed budget, two references and at least one example of an “access to land / land governance” study carried out by the NGO / CSO, the attestation of bank account.
