WHAT DO WE DO

CHAD

  • Batha region (rural agropastoral zone of the Sahel strip, structurally affected by food and nutritional insecurity). IS response in progress until 04/29/20 as part of an ECHO project. WFP proposals for 1) seasonal food and nutrition security assistance project and 2) food and nutrition insecurity resilience project
  • Logone-Oriental region: Refugee and returnee crisis from CAR also increasing pressure on host populations. SI opened a base in Goré to implement the humanitarian component (census, labor-based projects, access to basic services, community funds) of the DIZA program (FF EU and AFD), in consortium with 5 other NGOs. Lead provided by Caritas Switzerland. Overall project budget: € 9 million over 5 years. IS envelope: around 3 M € over 4 years. Support for returnees from RCA through WFP funding. In addition, SI is trying to develop a WASH intervention in the area (two tracks: DIZA complementary wash and / or Wash in Health in partnership with Mentor Initiative and support from SDC)
  • N'Djamena: monitors WASH / water-borne illness issues on Wash-in-Nut, Wash-in-Health interventions and community support
  • Basin of the Lake and East of Chad: Contextual watch in order to be able to identify possibilities of positioning on this crisis (2020 or 2021)

CAMEROON

  • Extrême Nord / Makary (EN) : ** From 2017, to respond to the emergency needs of the populations hit by the continuous atrocities of the Islamic sect Boko Haram renamed EIAO (Islamic State in West Africa) based in Nigeria , SI has opened a base in Makary. Integrated WASH and health response to the needs of the populations affected by the crisis imposed by Boko Haram in this part of Cameroon, extended response to food security in 2019 with a cash and coupons program, and punctually supplemented with emergency responses to cholera epidemics . All of the activities are implemented in partnership with the NGO ALIMA, which operates in the health / nutrition sector at the Makary district hospital and in the health areas distributed in the districts of Makary, Fotokol and Hile Alifa.
  • Extrême Nord / Mokolo: In order to address a more sustainable response to the impact of this humanitarian crisis, SI opened a base in Mokolo in November 2017 and is receiving funding from the European Union as part of a consortium with ACF, the CRF, Care International and PUI and implements the Inclusive Economic and Social Recovery program and the Fight against Food and Nutritional Insecurity in the Territories of Northern Cameroon (RESILIANT).
  • East: Since 2014, SI has been meeting the needs of Central African refugee populations and host populations in the areas of food security and WASH. Since 2017, SI has been working with these same people to empower them in conjunction with local authorities and to initiate its exit strategy in 2019 (24 months).

Size of the mission / base (budget, number of expatriates and national staff)

  • Mission in stabilization phase and merger with Cameroon. Budget 2020: around 3M €; 9 international and 130 national
  • 1 coordination office (N'Djamena), 5 operational bases: Chad: Ati, Batha region, Goré, Logone-Oriental region. Cameroon: Garoua Boulai region of the East, Makary and Mokolo region of the Far North
  • Development strategy in 2020-2021: In Chad, continue the action of SI to reduce food and nutritional insecurity; support the coverage of basic needs for populations affected by armed conflict and displacement and develop Wash in Health-Nut activities in conjunction with health-nutrition partners. In Cameroon, completing the response to the Far North

POSITION DESCRIPTION

General objective of the position : Coordination and strategic orientation, operational monitoring, management of human, material and financial resources, security management, prospective and donor relations, internal and external communication, representation

  • Specific issues and challenges
    • Mission in the stabilization phase and to absorb the merger with Cameroon: support the structuring of the coordination team and processes in the context of the merger, the reorganization of tasks in the capital.
    • Structuring project DIZA entering its cruising speed: growth of the project following AFD's top-up from 2020. Partnership between SI and Caritas Switzerland, need to support a local partner, need to highlight this innovative project and prestigious.
    • Dynamics underway in the country in favor of Nexus projects.
    • Frequent trips to Cameroon
  • Priorities for the first 2-3 months
    • Consolidation of the coordination team and strengthening of procedures in the context of the Chad-Cameroon merger
    • Support / follow-up to the launch of DIZA AFD activities
    • Launch of PAM 2020 project (s): seasonal response and resilience
    • Active foresight on WASH projects in NDJ and in the South and opportunities in the Lake and in the East
    • Operational integration of Cameroon bases
    • 2021-2025 strategy and 2021 programming for the merged mission
    • Maintain advocacy for funding in Far North Cameroon

YOUR PROFILE

  • Very good knowledge of the humanitarian field and experience of Central Africa
  • Experience in similar position required
  • Strong writing skills
  • Knowledge of the Sahelian humanitarian context (issues of food and nutritional insecurity), interventions targeting displaced / returned / refugee populations, social protection approaches, humanitarian-development complementarity (“Nexus”)
  • Experience with coordination mechanisms (OCHA, CCO)
  • Experience in partnerships (support of local NGOs, consortia and complementary approaches)
  • Contextual analysis and synthesis capabilities
  • Experience in strategy definition and programming
  • Experience in donor representation, negotiation and advocacy
  • Good organizational skills, thoroughness and methodology, versatility, autonomy
  • Diplomacy, patience, flexibility of mind, adaptability
  • Managerial skills
  • Ease with the Microsoft Office Pack (mainly Word and Excel, including formulas and TCD)

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

Salaried position: from 3,300 euros gross per month, depending on experience, (3,000 euros base salary + 10% paid holiday bonus) Per Diem monthly of 563 euros.
SI also covers accommodation costs as well as travel costs between the expatriate's country of origin and the place of mission.

Social security cover: The expatriate benefits from high-quality social security cover to cover all health costs and accident insurance including war risks.

During the mission, a work-rest alternation is ensured by breaks scheduled every three months. The break policy has just been changed: Solidarités now offers you a 7-day rest every three months as well as an allowance of 850 USD. To these regular rests, Solidarités adds one additional day of rest per month worked. These days as well as breaks are offered by SI and are not deducted from the paid holidays paid every month with your salary.

LIVING CONDITIONS :

In N'Djamena, temperatures are relatively high most of the year but mitigated by the north wind and low humidity, which makes the climate often more bearable than in some tropical and equatorial countries. The food is quite varied, in terms of vegetables and fruits it is easy to find everything from neighboring Cameroon and the South of the country. In addition, beef and camel meat is particularly famous and inexpensive and can be eaten on the go at ridiculous prices.

In N'Djamena it is possible to find “western” markets (Modern Market, AG, Le bon marché… in the city center, where the coordination is located) but imported products are expensive.

The guest and the office are in the same building. Each expatriate has a private room with an individual bathroom. The guest is very well equipped (kitchen, Canal, internet) and the building also has a gym, restaurant and swimming pool.

Leisure and outings although limited are accessible and convivial, sociability is easy in a "village" community:

  • Sport: most collective sports can be practiced through the humanitarian network in hotels or in dedicated places. The city also has tennis courts, swimming pools (hotels), an equestrian center (quality!) And even a golf course.
  • Bars / nightlife : A few bars in the city center with varied atmospheres, their limited number also allows for sociability and rapid integration. The cultural programming of the French Institute is also appreciable.
  • Restaurants: several types of cuisine in the city center: French, pizzeria (the best in Central Africa it is said), fast-food, Senegalese, Chadian, Chinese, African, Syrian, Lebanese without counting the countless grilling consumption sites of beef and camel ... The addresses, once known, are excellent.
  • Excursions: some possible excursions outside the city center: Farcha ranch, camel ride north of the city, picnic along the Chari river, village of potters ... For the more adventurous (and depending on the security context) the country has two sumptuous parks. In the South at Zakouma you can admire the flora and fauna of the savannas and in the North in the Ennedi the cave paintings in the middle of an unparalleled landscape.

In Yaoundé , the min and max temperatures range from 19 to 30 °. The food is quite varied, in terms of vegetables it is easily possible to find avocado, tomato, peanut, plantains, yam, tomato ... In Cameroon we mainly find fish and chicken. There is also beef, tripe, etc. It is also quite common to find "foufou" on your plate.

In Yaoundé it is possible to find “western” markets (for example Casino, Dovv, Centragel) in the Bastos district, where the coordination is located). On the other hand, imported products (for example cheese) are expensive.

Housing and offices are generally in the same enclosures. Each expatriate has their own private room. The toilets / bathrooms can however be shared.

It is quite easy to find something to unwind on weekends and even during the week. The city is large and almost any type of activity can be practiced:

Sport: there is a route to go running, tennis; basketball; swimming pool ; sports Hall ; soccer; rugby…)

Park: there is a small park in the city, a natural area outside the city, and other places to go for a walk.

Bars: Yaoundé is also a city with many bars and clubs.
