Job Purpose
The position will focus on monitoring the implementation of Project Cash Transfer activities for Internally Displaced Persons in the Departments of Mayo Tsanaga and Mayo Sava, Far North Region in collaboration with the Program Team. CRC / FICR for the Far North of Cameroon. The CBT Officer will have the function of supporting the Cameroonian Red Cross in all actions related to the implementation of the activities of this component of the project: accompanying and supporting the implementation, monitoring, evaluation of actions, coordination with the CRC, the ICRC, the cash working group of the Far North and the humanitarian actors present in the project intervention area, communication actions, and financial monitoring of interventions and reporting of all actions carried out within the framework of said project .
Job Duties and Responsibilities
Project planning and implementation • Ensure the effective monitoring and management of cash transfers and the effective implementation of the project at the level of the project area • Ensure the monitoring of registration, awareness raising and provision of food by Ensure that the necessary resources are mobilized in order to guarantee the effectiveness of the implementation of PTMs. (Work with the different teams and ensure that the activities are planned and carried out with optimal logistical and administrative support, accessible and understandable by all stakeholders (reconciliation of data to all chains of the process); • Monitor food prices in the project intervention areas in coordination with WFP • Supervise the financial management of the Monetary Transfers component, in coordination with the CRC project coordinator and the finance department of the CRC and the IFRC in Yaoundé. • Assessment of risks and constraints, and adaptation of the action plan in the event of new elements not provided for after consultation with the Field Coordinator and the country coordination of the Cluster Yaoundé office and the HQ CRC. • Develop and make available the tools as well as the implementation of a data collection system (in agreement with the Field Coordinator and its evolution according to needs). Education
Required • Higher education in a field related to humanitarian and / or development • Training or diploma in Preferred Monetary Transfers. Training or diploma in project management, finance, monitoring and evaluation
Experience
Required • At least 3 years of experience in connection with project management in the food security and / or livelihood sector, and preferably in a non-governmental organization of humanitarian and international character • • Experience in development and project management using the cash transfer modality • Experience in facilitating training and workshops, in particular on cash transfers • Experience in conducting market assessments • Good knowledge of the International Red Cross and Red Crescent Movement. Experience in collaboration with a local partner and preferred capacity building. Familiar with the logical framework system, financial management, and program monitoring and evaluation processes
Knowledge, skills and languages
Required • Good communication and writing skills • Confident and convincing with the ability to communicate with internal and external employees associated at all levels • Strong mastery of MS Office components and IT tools • Ability to manage a high workload and multiple simultaneous cut-off dates.
