Description
I. Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. The mission is currently carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Makary in early 2017 to respond to the Lake Chad basin crisis, SI opened a base in Mokolo in October 2017, to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. .
Solidarités International is authorized as a Non-Governmental Organization in Cameroon by Order No. 00000020, A / MINATD / SG / DAP / SDLP / SAC of February 08, 2016.
II. Responsibilities and description of tasks:
FUNCTION
List of main activities:
Implementation of the national human resources policy:
- Participate in the definition and follow the application of the HR and social protection policy on the mission
- Ensure compliance with HR procedures at the mission level
- Guarantee the adequacy and consistency between the job profiles of the mission and the benchmark job profiles of Solidarités International
- Keep informed of all texts and all developments related to labor law, employment in general, staff training
Administrative management of national human resources
- Ensure that declarations and payments of taxes and contributions are made to the organizations concerned
- Supervise the updating of personnel monitoring files and ensure compliance with deadlines (EAP, endorsement, etc.).
- Take the necessary steps with the authorities if necessary (staff declarations, filing of documents, etc.)
Administrative management of expatriate human resources
- Organize the administrative briefing for expatriate staff.
- Ensure the administrative management of expatriates of the Solidarités International mission as well as possible approaches to the authorities in case of need (visa file, plane tickets ...)
Team management
- Supervise the holding of annual evaluation interviews
- Ensure the minimum replacement of members of the administrative service in the event of absence (leave, illness, etc.)
- Participate in the implementation of an annual training plan, supervise its implementation, and measure the impact
- Participate in the recruitment of national executives
Administrative management of the mission
- Supervise physical and IT archiving, as well as securing HR administrative documents at the coordination level
- Perform a monthly statistical report via Homère for the head office
- Ensure the transfer of the physical archives from the bases to the coordination.
Reporting / Communication
- Assist the Administrative Coordinator in negotiations as well as communication in general with the Staff Delegates
- Assist the Administrative Coordinator when creating operational proposals (national HR sections) and when preparing financial reports (HR annexes)
- Establish and maintain relationships with administrative authorities at national level.
III. Required profile :
Training:
- Master 2 level in human resources management or social sciences.
Languages:
- Fluent French, English is a plus
Computer science :
- Microsoft Office pack and knowledge of HOMERE software highly desirable.
Professional experience :
- minimum of 3 years in the field of human resources management
Required qualities :
- rigor, confidentiality, organization, transparency, autonomy.
NB: Experience in a similar position within an international NGO; as well as experience on software such as: SAGA, Homère, SAGE SAARI, SUN, WINPACCS would be an asset.
