Job description: PACAC Administrative and Financial Assistant

The Action for the Promotion of Health, Production and the Environment (APROSPEN) obtained a subsidy from the support program for active citizenship (PROCIVIS) of the European Union for the implementation of the Improvement Project the access of citizens of Adamawa to civil status documents (PACAC). As part of the implementation of the said project, APROSPEN is launching a call for applications for the recruitment of an administrative and financial assistant on a contract with a fixed term of 20 months.

1. Summary presentation of the project

PACAC is part of the implementation of component 2 of the support program for active citizenship of the European Union in Cameroon. The overall objective of this project is to help improve access to and use of civil status documents for the populations of the target municipalities. Specifically, it involves: (i) Improving access to information on the importance of civil status documents and the procedures for accessing them; (ii) Promote quality services in civil status offices; (iii) Facilitate the preparation of civil status documents for vulnerable people. It targets six (06) municipalities in the Adamawa region (Meiganga, Tignère, Ngaoundal, Banyo, Dir and Ngaoundéré 2 ") .

The project is part of a cooperation partnership between the support program for active citizenship of the European Union (PROCIUS) and APROSPEN. )

Job Description

Position designation: Administrative and Financial Assistant

Starting date: January 20, 2020

Place of employment: N'Gaoundéré with missions in the target municipalities.

Project duration: 20 months

Missions

Placed under the responsibility of the project manager, the administrative and financial assistant of the project ensures the following missions:

  • He or she works in close collaboration with the administrative and financial manager of APROSPEN;
  • He or she is responsible for the execution of all financial operations related to the implementation of project activities;
  • He or she also facilitates the budgeting of planned activities
  • He or she ensures budget monitoring and revision;
  • He or she ensures the liquidation of investment and logistics expenses;
  • He or she manages payroll;
  • He or she keeps the cash register, keeps the accounts and checks the works and services according to EU procedures

Candidate profile

  • Level of studies: Minimum BAC +3 in accounting, finance, law or administration, management sciences or equivalent diploma.
  • Desired experience: minimum 2 years of professional experience in the management of protection or social action projects, Perfect knowledge of the procedures of European institutional donors and having already led this type of function to this level of responsibility in similar projects.

Conditions of employment

Type of Contract :

The contract is of the private law type, full-time, fixed-term, concluded between the recruited person and APROSPEN.

Contract length

The duration of the contract is twenty (20) months. The recruited person will be subject to a prior performance evaluation at the end of the third month (trial period) before confirmation for a total duration which cannot exceed the total duration of the project.
