In Chad, Solidarités International has been developing projects in the Food Security and Livelihoods (SAME) and Water, Hygiene and Sanitation (EHA) sectors since 2008.

Since 2018, SI has been working in the Logone-Oriental and Batha regions in the SAME, EHA, Shelters, NFI and community resilience sectors.

Batha region (rural agropastoral zone of the Sahel strip, structurally affected by food and nutritional insecurity). IS response in progress within the framework of an ECHO project and two MAP projects: emergency emergency response and improvement of the populations' resilience

Logone-Oriental region : Crisis of refugees and returnees from CAR also increasing the pressure on the host populations. The needs (including, moreover, those of the very poor local populations) have many points in common with those of the populations that SI supports in Batha. DIZA project under implementation: Cash; CfW; strengthening livelihoods. EHA emergency response finalized. Development of a Wash in Health project with Mentor Initiative

Basin of Lake Chad: Contextual watch in order to be able to identify positioning possibilities on this crisis (2020+)

In Cameroon, Solidarités International (SI) has been operating in Cameroon since June 2014, following the outbreak of the Central African crisis which has led to many population movements. To date, more than 230,000 Central African refugees are still present in the country. The majority of these populations are settled in reception sites along the border in the eastern, Adamawa and northern regions

SI has 3 operational bases:

Garoua Boulai in the East opened in 2014, with a response from SI Food and nutritional security for refugee and host populations in the East and Adamaoua regions, project funded by the European Union. IF also supports refugees in Gado camp by strengthening their livelihoods, this project is funded by ECHO.

Makary and Mokolo in the Far North opened in 2017 where SI is leading a food security and livelihoods project with a cash transfer component, a project to implement an early warning system funded by ECHO and a resilient EU-funded project that results in an integrated WASH response - agricultural development and economic opportunities to combat food and nutrition insecurity.

POSITION DESCRIPTION

The administrative and finance coordinator position will be on the two missions Chad and Cameroon which will have merged in April 2020, with a presence time of approximately 75% in Chad and 25% in Cameroon.

The projection of the SI mission in Chad and Cameroon in 2020 is an annual budget of around 4.5M euros ; around 20 expatriates and 140 national staff . In addition to the coordination office shared between N'Djaména and Yaoundé, the SI mission has 5 operational bases: 2 bases in Chad and 3 in Cameroon (+ a representative office in Maroua).

The coordination will consist of a DP, a DP assistant to the program, two program coordinators, a grant, a Coo Log and a CAF.

  • General objective of the position

The administrative and finance coordinator (CAF) directs and coordinates the administrative, accounting, financial and HR services of the mission.

He / she participates in the definition of the Human Resources Solidarités International policy and guarantees its correct application.

As coordinator, he / she is responsible for the financial balance of the mission.

He / she ensures compliance with Solidarity administrative procedures, donor procedures and the laws of the countries of intervention.

He / she is the referent on the mission and the link between the head office and the mission for any question related to finance, administration and HR.

  • Specific issues and challenges

The challenges will be:

- The structuring of the new merged mission (distribution of roles & responsibilities, communication schemes, remote support for deputies and base administrators, base visits, workshop organization)

- Management and training of finance / HR teams

- Monitoring of the implementation of identified NHN projects (revision of salary scales; induction / training; management framework for day laborers; social dialogue)

- The financial visibility of the mission via an improvement in the financial management cycle (accounting, budget monitoring, allocation table)

- Proactivity on multiple deadlines reporting donors

  • Priorities for the first 2-3 months

The priorities for the first 3 months will be:

- The structuring of the finance / HR department on the merged mission: In the context of mergers, it will be important to take the time to frame things (adjust the organization chart; clearly define the roles and responsibilities of each, the communication schemes ) and to learn about the contexts, through a physical presence in the two capitals (NDJ and Yaoundé) at the start, but also basic visits, to properly understand the different contexts and meet the teams.

YOUR PROFILE

Your profile :

University degree with minimum BAC + 3 level in one of the following fields: administration, finance, economics, commerce, HR.

At least 4 years of professional experience including 2 convincing experiences in the same type of position

Technical skills and knowledge:

  • Organizational and prioritization skills, ability to manage multiple things at the same time and ability to structure work within a team
  • Editorial capacity (French essential, English desired because several donors whose working language is English)
  • Good knowledge and experience in project management for the main institutional donors: ECHO / UNICEF / CHF / GAC / CIAA / CDC / OFDA / DFID (donor rules and procedures)
  • Good command of computer programs Word, Excel, Power Point, Outlook etc. Good dexterity in Excel is essential
  • Demonstrated ability to represent the organization and defend the interests of IS
  • Managerial qualities, and in particular skills in team management, remote technical support, skill building
  • Taste for teamwork
  • Large work capacity and resistance to stress
  • Availability, flexibility, autonomy
  • Strong adaptability
  • Knowledge of IS themes and specific tools highly appreciated
  • Knowledge of the contexts of Chad and Cameroon appreciated

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

Salaried position: from 2,640 euros gross per month, according to experience, (2,400 euros base salary + 10% paid holiday bonus) Per Diem monthly of 563 euros. 
SI also covers accommodation costs as well as travel costs between the expatriate's country of origin and the place of mission.

Social security cover: The expatriate benefits from high-quality social security cover to cover all health costs and accident insurance including war risks.

During the mission, a work-rest alternation is ensured by breaks scheduled every three months. The break policy has just been modified: Solidarités now offers you a 7-day rest every three months as well as an allowance of 850 USD. To these regular rests, Solidarités adds one additional day of rest per month worked. These days as well as the breaks are offered by SI and are not deducted from the paid holidays paid every month with your salary.

LIVING CONDITIONS :

In N'Djamena, temperatures are relatively high most of the year but mitigated by the north wind and low humidity, which makes the climate often more bearable than in some tropical and equatorial countries. The food is quite varied, in terms of vegetables and fruits it is easy to find everything from neighboring Cameroon and the South of the country. In addition, beef and camel meat is particularly famous and inexpensive and can be eaten on the go at ridiculous prices.

In N'Djamena it is possible to find “western” markets (Modern Market, AG, Le bon marché… in the city center, where the coordination is located) but imported products are expensive.

The guest and the office are in the same building. Each expatriate has a private room with an individual bathroom. The guest is very well equipped (kitchen, Canal, internet) and the building also has a gym, restaurant and swimming pool.

Leisure and outings although limited are accessible and convivial, sociability is easy in a "village" community:

  • Sport: most collective sports can be practiced through the humanitarian network in hotels or in dedicated places. The city also has tennis courts, swimming pools (hotels), an equestrian center (quality!) And even a golf course.
  • Bars / nightlife : A few bars in the city center with varied atmospheres, their limited number also allows for sociability and rapid integration. The cultural programming of the French Institute is also appreciable.
  • Restaurants: several types of cuisine in the city center: French, pizzeria (the best in Central Africa it is said), fast-food, Senegalese, Chadian, Chinese, African, Syrian, Lebanese without counting the countless grilling consumption sites of beef and camel ... The addresses, once known, are excellent.
  • Excursions: some possible excursions outside the city center: Farcha ranch, camel ride north of the city, picnic along the Chari river, village of potters ... For the more adventurous (and depending on the security context) the country has two sumptuous parks. In the South at Zakouma you will admire the flora and fauna of the savannas and in the North in the Ennedi the cave paintings in the middle of an unparalleled landscape.

In Yaoundé , the min and max temperatures range from 19 to 30 °. The food is quite varied, in terms of vegetables it is easily possible to find avocado, tomato, peanut, plantains, yam, tomato ... In Cameroon we mainly find fish and chicken. There is also beef, tripe, etc. It is also quite common to find "foufou" on your plate.

In Yaoundé it is possible to find “western” markets (for example Casino, Dovv, Centragel) in the Bastos district, where the coordination is located). On the other hand, imported products (for example cheese) are expensive.

Housing and offices are generally in the same enclosures. Each expatriate has their own private room. The toilets / bathrooms can however be shared.

It is quite easy to find something to unwind on weekends and even during the week. The city is large and almost any type of activity can be practiced:

Sport: there is a route to go running, tennis; basketball; swimming pool ; sports Hall ; soccer; rugby…)

Park: there is a small park in the city, a natural area outside the city, and other places to go for a walk.

Bars: Yaoundé is also a city with many bars and clubs.
