Description
Action contre la Faim has been present in Cameroon since 1998. Since 2014, our action has focused mainly in the Eastern and Far North Region of the country on emergency programs initiated with Central African refugees and affected host communities socio-political unrest in CAR and violence linked to Boko Haram's activity in the Lake Chad region. ACF has set up long-term population resilience, health and water nutrition, sanitation and hygiene programs with the support of ECHO and SIDA for more than 150,000 beneficiaries. Since the end of 2018, ACF, under the name of Action Against Hunger, has also been present in the Southwest, in support of the crisis that is raging in this region.
Living and security conditions
The mission currently has 140 employees spread over 5 bases: Batouri in the East, Maroua and Kousseri in the Far North, Buéa in the South West and coordination in Yaoundé.
Cameroon is a fairly stable country. However, the Far North region remains an area of great vigilance with the presence of Boko Haram fractions on the border with Nigeria. Likewise, the North West / South West regions are very unstable.

Very stable security environment. Yaoundé is a modern city with modern establishments (hospitals, restaurants, supermarkets, sports halls, schools…). Expatriates stay in individual houses, guest houses with basic services (water, electricity, internet) or at the hotel.
Today there are 2 to 3 components of Mental Health Practices for Care, Gender & Protection on current projects (SMPSGP): RESILAC in the far North, as well as mobile clinics in the English-speaking area. A dozen SMPSGP staffs in total on the Cameroon mission but for the moment no technical expertise is present on the mission to date.
Mission:
Under the responsibility of the Deputy Country Director, your mission will be to guarantee the quality, relevance and scaling up of the SMPS strategy and interventions on the mission, in compliance with ACF and international standards and national policies.
More specifically, you will be in charge of:
Contribute to the definition of the country strategy, and to the definition of the strategy and positioning of the SMPS technical department
Coordinate the identification of needs and the formulation of project proposals.
Support the implementation and ensure the reporting of programs / projects
Guarantee the quality and accountability of projects
Ensure the active participation of ACF in national sector coordination, technical platforms and develop sector partnerships
Manage teams
Promote capitalization, development, technique and research within the SMPS department
Guarantee and ensure the confidentiality of the data collected during the SMPS activities of the mission.
The candidate :
A graduate in clinical psychology at the Master level, you have at least 2 years of experience in a similar position, and especially in emergency contexts.
You are recognized for your project management skills and your skills in team management and facilitation, as well as in capacity building. Clinical psychologist, you have knowledge in cross-cultural psychology, humanitarian psychology, and child development psychology.
End analyst, you have writing skills, good stress management.
Sense of confidentiality, good communication, good interpersonal relationships, maturity, required.
Fluency in computer tools and fluency in oral and written French and English.
Thorough knowledge of ACF's SMPS intervention framework would be a plus.
Remuneration and profits:
- Gross monthly entry salary from € 2,450 to € 2,800 gross depending on experience.
- Per diem and living expenses: € 333 + € 188 (see eurocost) net, paid in the field.
- + 16% of gross monthly salary for pension insurance reimbursement for non-French citizens.
- + 150 € context-related allocation
- + Child allowance
Transport and accommodation:
- Support for travel to and from the workplace.
- Single room in shared accommodation supported
Medical cover: 100% cover for medical expenses + repatriation insurance.
Holidays and RnR:
- 25 days of paid vacation per year.
- +20 RTT per year.
- + € 215 paid for the recovery period (on average every 3 months).
- Support for transport tickets to the reference recovery area.
Training:

- Regional technical training or headquarters on average once a year + Intermediate job workshop once a year.
